Photo is of President and First Lady Johnson speaking with Governor Kerner, all in formal attire (photo is a bit toned, a few creases, especially at corners, inkstamps and pencil markings on verso. INSCRIBED BY “LADY BIRD” JOHNSON BENEATH THE IMAGE, AND ADDITIONALLY SIGNED BY PRESIDENT JOHNSON: “For Governor Kerner - it was a pleasure having you with us - Lady Bird and Lyndon B. Johnson February 29, 1968”. Otto Kerner, Jr. (1908-1976) was governor of Illinois from 1961-1968; in 1967, President Johnson appointed him the chairman of the National Advisory Commission on Civil Disorders, and later (1968) nominated him as a judge for the United States Court of Appeals for the Seventh Circuit. Kerner resigned in 1974.
