Belly Servante/Cold Decker. American, ca. 1910. Brass belt with attached bag. Brass frame expands to open bag and can be locked open. Used to sub dice, facilitate deck switches, or secretly ditch items. 10” wide. Very good, with original bag and leather belt (perished).
