LIVINGSTON, Robert (1746-1813). Document Signed. “Office for foreign Affairs” Philadelphia: 18th July 1782. Manuscript document (in a secretarial hand) signed by Livingston on p. 2. Wax seal on p. 1. On plain white laid paper. 2 folio pages on one folding bifolium (the other two pages are blank.) Each page approximately 12 ½ x 7 ¾”. 3 horizontal creases, creases toned, soiled, with some tears on creases, some chipping at edges. Good. This document is an official letter of recommendation for Major Matthew Clarkson (1758-1825) for a promotion (most likely to the rank of Brigadier General, to which he was promoted in 1786). “Major Matthew Clarkson having with the approbation of the United States in Congress assembled, and the Commander in Chief of the American Army [referring to George Washington, who wrote a similar letter of recommendation for Clarkson in June of 1782], determined to improve in foreign service the knowledge he has required in that of his country; I do hereby on his application with pleasure recommend him to the patronage and protection of the generals, and Commanders in Chief of their most Christian and Catholic Majesties’ Armies in the West Indies, and in other place to which his desire of Signalizing himself may lead him - Referring to the ample Certificates he has received from the Commander in Chief, and the Secretary of War of his Services, and of his particular abilities in his profession - I content myself with observing that both receive additional weight from his general Conduct, as far as it has passed under my observation, and from the degree of estimation, in which he appears to be held by all, who are particularly acquainted with him. Philadelphia 18th July 1782 Robt. R. Livingston [signature of Livingston].” Clarkson served in the Continental Army, taking part in the Battle of Saratoga, serving under Benedict Arnold at Long Island, and was present for the surrenders of Burgoyne and Cornwallis. He later served on the New York State Senate, and was the 6th president of the Bank of New York. LIVINGSTON WAS A FOUNDING FATHER OF THE UNITED STATES, nicknamed “The Chancellor” after the legal office he held in New York for years. HE WAS ONE OF THE FIVE MEN WHO DRAFTED THE DECLARATION OF INDEPENDENCE, BUT WAS RECALLED TO NEW YORK BEFORE HE COULD SIGN IT. He also administered the Oath of Office of the presidency to George Washington in 1789.
